A ONE DAY TAILOR-MADE ORGANIZATIONAL DEVELOPMENT (OD) TRAINING FOR 61 DISTRICT ASSEMBLIES WITH D-PAT COMPLIANCE & PERFORMANCE NEEDS HELD ON 4/9/2025

In 2023, The now ministry of local Government, Chieftaincy and Religious Affairs (MLGCRA) commissioned consultants to assess the performance of Ghana’s 261 Metropolitan, Municipal and District Assemblies (MMDAs) using the District Assembly Performance Assessment Tool (DPA)}. The DPAT results provided the basis for MMDAs to receive additional discretionary financial resources from the District Assemblies Common fund -Responsiveness Factor Grant (DACF-RFG). This performance-based grant is intended to facilitate the implementation of Annual Action Plan {AAP} of MMDAs as well as develop their capabilities to improve performance.

The assessment integrates the identification of capacity gaps by consultant and MMDAs that had affected their performance, and in this instant, for the 2022 financial year and with recommended capacity building and measures. The analyses of the DPAT reports revealed that 61 district have special challenges that require a demand driven or tailor-made training program it orders to respond to their unique challenges. out of the 61 District Assemblies (Das), 65 of them were unable to fulfil the compliance indicator (CLs) of the DPAT {functionality of statutory and mandatory organs of the DA, public financial management and auditing} while additional 5 had obtained 90% and below in the overall performance score. These MMDAs struggled with the “functionality of their internal Audit Unit” and failed to submit the Annual report Audit Work Plan to the internal Audit Agency by 31st January of the financial year. In addition, the MMDAs did not fulfil the CI on Spatial Planning Committee (SPC) and the organization of Town Hall Meetings. Since the cause and effect of non-compliance and performance go beyond individual business capacity, the ILGS recommended and proposed to organize a demand driven training programs that focuses on organizational development (OD) at the DA level.

The organizational development (OD) training workshop was conducted in kwaebibirem Municipal Assembly to provide participants with knowledge, Skills, Right attitudes and tools necessary for performing it stated mandates and functions effectively including, requirements for oversight responsibilities; strategic decision making; Results-oriented performance management; effective financial accountability and stakeholders engagements; and change management processes.

In a nut shell, the breakdown is as follows

  1. In 2023, the MLGCRA conducted DPAT VII (2022) with the results showing varied performance of MMDAs.
  2. The ILGS pursuant to the approved AWP for national implementing institutions, conducted a rapid capacity building (CB) gaps analysis, based on the 261 MMDA reports. This was intended to provide evidence-base for interventions that would seek to ensure compliance, service delivery and performance of LG authorities.
  3. The CB Gaps Analyses revealed that

56 LGs were unable to fulfil some of the minimum conditions specified for compliance indicators and

5 others, had also obtained a score of 90% and below.

  • The 61 LGs have been categorized as special-needs districts for a demand-driven organizational development (OD) training.
