KWAEBIBIREM MUN. HOLDS FIRST ORDINARY GENERAL ASSEMBLY MEETING ON 6/08/25

WELCOME REMARKS

The Hon. Presiding Member, Adams Kabore Abubakar expressed satisfaction in the attendance of members toward the maiden meeting of the Eighth Assembly.

He seized the opportunity to thank members for placing confidence in him as the Presiding Member of the Eighth Assembly.

He then took the house through the model standing orders of the Assembly.

He concluded that plans had been advanced to enhance the capacity of members.

MATTERS ARISING

The following actions have been taken:

CONSTRUCTION OF SPEED RAMPS

A letter has been forwarded to the Regional Ghana Highways Authority Koforidua awaiting approval and commencement.

REQUEST FOR URBAN ROADS ENGINEER

A letter has been sent awaiting the response from the Ministry.

FORMATION OF DEVELOPMENT CONTROL TASK FORCE The spatial planning committee was tasked to form the taskforce and the taskforce been formed but yet to commence work.

EDUCATION OF PUBLIC ON PAYMENT OF REVENUE

The Municipal Budget Analyst and Information Officer have been assigned to take this action.

COMPULSORY ACQUISITION OF STICKERS

The meeting with the relevant stakeholders is yet to be scheduled.

LIST OF ABANDON PROJECTS AND UNMOTORABLE ROADS Honorable Members have been duly informed to assist in the provision of the said data.

SUPPLY OF ROOFING SHEETS AND SCHOOL DESKS Procurement in progress.

COMPLETION OF HEALTH FACILITIES

The Assembly will consider the completion of these facilities at Nkwantanang, Otumi, and Mempeasem in the 2026 Budget.

REQUEST FOR ADDITIONAL STAFF AT THE DEPARTMENT OF AGRICULTURE

A request has been made to the Local Government Service through the Regional Coordinating Council.

FORMATION OF A TASKFORCE FOR RECLAMATION Proposed team has been set up awaiting further advice to commence work.

SUPPLY OF STREETLIGHTS

This would be captured in the 2026 Budget however some few streetlights have been procured for onward distribution.

CONDUCTION OF A SWOOP TO CURTAIL PROSTITUTION The District Police Command has assured management that action would be taken.

BUSINESS OF THE DAY

PRESENTATION AND DISCUSSION OF THE HON. MCE’S SESSIONAL ADDRESS

The Hon. MCE, Emmanuel Kofi Nti deemed it a privilege to address the August House. He proceeded by thanking members for coming over to commiserate with him during the funeral rites of his mother-in-law. He then touched on the underlisted areas:

ADMINISTRATIVE SET-UP AND HUMAN RESOURCE

CAPACITY

The Hon. MCE asserted that the Assembly had a total staff strength of 139 made up of 86 males and 53 females. Out of the total number of staff, he added that 112 were mechanized staff with 27 casual workers.

SECURITY

Continuing, he mentioned that the municipality was relatively calm and peaceful. He expressed gratitude to his able security personnel for this achievement. He assured the house that the Municipal Security Council (MUSEC) was on course with respect to dealing with illegal miners. He pleaded with the general public to not hesitate in furnishing the security with the needed information since security was a shared responsibility. Members lauded the security for continuously ensuring peace within the municipality.

EDUCATION

In the area of education, the Hon. MCE disclosed that the Assembly despite its financial challenges had supported the directorate with funds, logistics and projects for the organization of its activities.

Some of the activities included monitoring of teaching and learning inputs for conformity to Standard Base Curriculum (SBS) / Common Core Program (CCP), school improvement support activities and monitoring of intervention in schools, among others.

Members noted with concern the inadequacy of teachers especially at deprived communities. In response, the Municipal Education Director asserted that plans had been advanced to initiate posting of teachers to these areas.

HEALTH

Again, the Hon. MCE stated that a lot had been done in the area of health. He acknowledged the design of programmes to achieve universal health coverage and healthy population in line with the president’s vision to bridge the gap on health infrastructure deficit. In view of this, the 10% allocation of the DACF would be used to construct CHPS compound across the municipality.

Members pleaded for the completion of some existing CHPS compound which had been left unattended for some years now.

In response, the Hon. MCE took note of the plea and further assured Directorate. members that, the new ones would be built in consultation with the Health

ENVIRONMENTAL HEALTH AND SANITATION

He disclosed that the Environmental Health Unit in a bid to ensuring cleanliness inspected 1,215 houses. The Unit also sensitized residents on environmental issues such as control of stray animals, cholera prevention, he added. He concluded that two clean up exercises had taken place and he was looking forward to organizing more.

Members noted with concern the failure of Zoomlion in emptying some waste containers whenever they were full. The Hon. MCE asked members with similar issues to submit the precise locations to him to be addressed.

AGRICULTURE

The Hon. MCE highlighted the significant role the agricultural sector played in improving household incomes and rural development in Ghana. Continuing, he asserted that the Department had implemented a number of programmes which included extension home services, farm monitoring visits, Feed Ghana, among others. He also mentioned that the Department collaborated with the Minerals Commission in the implementation of the alternative livelihood programme under the planting for export and rural development.

Members thanked the Hon. MCE for the briefing however they requested the presence of Extension Officers from COCOBOD to take the house through the use of insecticides and pesticides.

FINANCE

In his address, the Hon. MCE stated that as at 30th July, 2025 the Assembly’s Internally Generated Fund (IGF) stood at Eight Hundred and Sixty-Four Thousand, Five Hundred and Thirty-Nine Ghana Cedis and Thirty-Six Pesewas (GH¢864,595.36) as against a total budget of One Million, Five Hundred and Thirty-Eight Thousand, One Hundred and Eighty-Nine Ghana Cedis (GH¢1,538,189.00) representing 56.21% of the target for the year.

He added that the Assembly had also received a total amount of Two Million, Two Hundred and Thirteen Thousand, Four Hundred Seventy Ghana Cedis, Twenty-Eight Pesewas (GH¢2,213,470.28) from the Administrator of DACF Secretariat in the first quarter of 2025.

COMMUNITY AND SOCIAL DEVELOPMENT

The Hon. MCE noted that there had been an increase in the grant of the Livelihood Empowerment against Poverty (LEAP) due to current inflation which had significantly affected the number of beneficiaries. Again, he informed the house that persons with Disability (PWD) funds had been released by the Common Fund Secretariat however the committee was vetting applicants for effective distribution. He then urged successful applicants to invest meaningfully with the funds when received.

Members thanked the Hon. MCE for the good work done however they requested that there should be a notification whenever the LEAP Assessment Team was around.

EARMARKED PROJECTS

Continuing, he mentioned that a number of projects had been captured in the supplementary budget for 2025. To mention a few were the construction of the Kade Football Park, completion of educational office block at Kade, completion of 1 no. 16 seater W/C toilet at Okyinso, construction of mechanized borehole at selected communities, construction of 1 no. 3 unit classroom block at Mempeasem, construction of 1 no. Chp compound and KG block in Kade, he added.

He seized the opportunity to thank GOPDDC and Ugar Mining Company for their unflinching support towards the construction of the Kade Football Park.

PRESENTATION AND DISCUSSION

COMMITTEE’S REPORT BY HON. MCE OF EXECUTIVE

The Hon. MCE presented the Executive Committee’s Report to the house and this contained the following recommendations;

1. That, the Assembly should construct a speed ramp at vehicular accidents. sections of Nkwantanang Roads to reduce frequent

2. That, the Assembly should write to request for Urban Roads Engineer to be posted to the municipality.

3. That, the Assembly should setup a Development Control Task Force with immediate effect and this is to ensure development compliance in the Assembly By-laws.

That, the Assembly should organise a meeting with the community leaders at Abaam to educate the people on the importance of revenue payment.

5. That, all collectable revenue items should be ceded to all the zonal councils with the exception of institutions and Kade markets.

6. That, the Assembly should collect data on all stores in the municipality both (public and private) on Assembly land. 7. That, the Assembly should ensure a compulsory acquisition of car stickers for all commercial vehicles and motorbikes in the municipality.

8. That, the Assembly should have a list of all abandon projects within the various communities.

9. That, the Assembly should ensure that all Hon. Assembly Members submit a list of all unmotorable roads within their electoral areas to management so that when the Drip machines assume operation, it will be easy to tackle those roads.

10. That, Hon. Assembly members should be given prior notice on activities to be held in their communities. 11. That, the Assembly should consider the supply of roofing

sheets as well as school desks to all schools who have leakages on their school buildings and shortages of school desk.

12. That, as a matter of urgency, the Assembly should consider the completion of health facilities at these towns, Nkwantanang, Otumi, and Mempeasem. These facilities are in a very deplorable state and need urgent attention. 13. That, the Assembly should set-up a planning committee in the preparation towards the farmers day celebration and include the sub-committee during the programme as well. 14. That, the Assembly should recruit additional officers to the Agric Department to enhance their operations. 15. That, the Assembly should form a taskforce to ensure for mining activities. proper consistent monitoring of reclamation of lands used

16. That, the Assembly should supply Hon. Members with street lights and to also sensitize the public to reduce theft cases within the municipality.

17. The growing rate of prostitution in the municipality is gaining momentum in some communities like Nsuase (Kade), Ryce under Pub (Kade), Teacher Nti Saw Mill area (Kade), Middle East Pub (Subi).

In view of these, the committee recommended the following actions

That, the Assembly in collaboration with the police should conduct a swoop to arrest the perpetrators.

That, the Assembly should organise a public education and sensitization to educate the youth on the consequences of this deviant behaviour.

ADOPTION OF THE SESSIONAL ADDRESS AND THE EXECUTIVE COMMITTEE’S REPORT

After lengthy deliberations, Hon. Evans Amponsah moved a motion for the adoption of the Sessional Address and the Executive Committee’s report which was seconded by Hon. Isaac Tetteh Kabu.

RESOLUTION ON THE PROCUREMENT OF MOTORBIKES The Hon. PM read to the house a notice from the National Association of Local Authorities of Ghana (NALAG) on the need to pass a resolution to be able to procure motorbikes for members to improve the delivery of their services.

Members unanimously resolved to the procurement of the motorbikes.
