The Chairman, Hon. Emmanuel Kofi Nti, welcomed members and thanked them for honouring the invitation and being punctual to the final Executive Committee Meeting of 2025.
Collection of Data on Lockable Stores, the statement was rephrased as follows:
The Municipal Finance Officer (MFO) confirmed that he had submitted data on unauthorised structures and lockable stores in the Municipality to Management, as requested by the Finance and Administration Sub- Committee.
Members noted that: Twenty (20) acres of land at Abenaso and Subi should be captured as part of the Assembly’s lands that require proper documentation.
“Reshaping of Roads” was rephrased to ‘Improvement of Roads’
Hon Mumin Zakari moved a motion for the adoption of the minutes as a true record of proceedings and was seconded by Hon. Robert Dogbey.
MATTERS ARISING
Construction of Speed Ramps
The Municipal Coordinating Director informed the Committee following letters sent to the Ghana Highways Authority from the Assembly, a Team had visited and inspected proposed sites on the Pramkese and Adankrono roads for the construction of speed ramps. A team from the Department of Feeder Roads also visited the sites.
The Chairman indicated that Management, in collaboration with the Municipal Works Engineer, had engaged the contractor for the Asuom-Kade Road to fast-track the project. Members raised concerns about the Kwae Bridge, and the Chairman urged members to lobby opinion leaders to support infrastructure development in the Municipality.
Community-Initiated Projects
The MCD reiterated that Assembly members should seek guidance from the Assembly’s technical staff when undertaking CIPs and indicated that the Assembly could issue cover letters to support requests to external organisations such as GHACEM Foundation, GNPC, and MTN Foundation for health and education projects.
Abaam Satellite Market
The Municipal Works Engineer and the Environmental Health Officer were tasked to engage the Assemblyman for Abaam and survey the area to determine how the dumpster could be relocated further away from the market.
Termination of Contract
The MWE has sent letters on behalf of the Assembly to the contractor, warning of possible termination if they fail to complete the 3-unit classroom block at Okyinso and the slaughterhouse at Subi.
Inadequate Police stations within the Municipality
The MCD informed the Committee that, following an enquiry with the Police Commander, the erection of temporary posts, as done previously, is no longer supported by the Police Service. He advised that letters should be sent to the Police Estate Department to obtain requirements for a police station. Meanwhile, members agreed that the Police Service should conduct frequent patrols within the Municipality while awaiting permanent police structures.
Regulation of activities of Pragia riders in the Municipal
The MCD stated that Management had been advised by the Municipal Police Commander to officially write to the Police Service for assistance in regulating the activities of Pragia riders. He added that Management would engage the Akwatia Police Command to adopt measures used in successfully regulating similar activities, for possible implementation in Kade.
Renovation of Rest House
The MCD informed the Committee that renovation of the Rest House had been enlisted under a Public-Private Partnership (PPP) arrangement and submitted to the Ministry of Finance. He added that the MWE would undertake the necessary assessments and advertising to attract prospective investors to renovate the facility, rather than relying solely on government funding.
Rabies awareness and Vaccination and Poultry Training
The Municipal Director of Agriculture (MDA) informed the Committee that the Information Services Officer had requested a write-up from the Department to produce a jingle for rabies awareness, which would be disseminated to communities and played at information centres before the end of 2025.
She further added that due to funding constraints, more farmers could not benefit; however, one hundred (100) day-old chicks had been supplied to a farmer at Pramkese for rearing. The MDA added that support for poultry farming under the Social and Economic Development programme had been captured in the 2026 Budget to enable more farmers to benefit.

BUSINESS OF THE DAY
PRESENTATION OF SUB-COMMTTEES REPORTS
The Committee received six (6) reports from Sub-Committees namely; Works, Finance & Administration, Development Planning, Social Services. Justice & Security and Agric Sub – Committees
DEVELOPMENT PLANNING SUB-COMMITTEE
The Chairman of the Development Planning Sub-Committee, Hon. Karim Abdul Ali presented the Sub-Committee’s report to the Executive Committee for consideration and implementation.
Potential Tourist Areas in the Municipality
The Sub-Committee proposed eight (8) sites for consideration and development as public attractions to generate additional revenue for the Municipal. After extensive deliberations, the Committee agreed that the Sub- Committee, led by its chairperson, should visit and assess four (4) of the proposed sites, namely: the snake-like palm tree at Asuom Kwae; the golden fish at Akyem Kwae; the Apam River fish at Asuom; and the Canon site at Abodom.
The Committee further directed that the findings should be properly documented with photographs and videos and clearly identified as potential development sites to aid decision-making. It was also agreed that the recommendation should be forwarded to the General Assembly for further discussion and the proposal of additional prospective sites
Purchase of Plant to Support Electrical Systems at the Assembly
The Sub-Committee recommended that Management procure a plant to support the Assembly’s electrical systems during power outages. The Chairperson informed the Committee that the procurement of the plant had already been captured in the 2026 Budget.
SOCIAL SERVICES SUB-COMMITTEE
The Chairman of the Social Services Sub-Committee, Hon. Zakari Abdul Mumin presented the Sub-Committee’s report to the Executive Committee for consideration and implementation.
Purchase of Septic Emptier
The Sub-Committee recommended that Management procure a septic emptier to improve sanitation and ensure proper waste disposal in the Municipality. The MCD informed the Committee that the procurement would be captured in the Annual Action Plan and undertaken when funds become available in the future.
Reconstruction of Deplorable KG Blocks in the Municipality
The Chairperson informed the Committee that the Assembly would undertake three (3) building projects and renovate selected KG blocks across the Municipality in the coming year, including schools at Abaam, Anweam, Asuom Methodist, and Roman Catholic schools. The Social Services Officer was directed to compile and submit to Management list of KG blocks that required renovations.
The Committee agreed that the recommendation be forwarded to the General Assembly for consideration.
WORKS SUB-COMMITTEE
The Chairman of the Works Sub-Committee, Hon. Albert Konadu presented the Sub-Committee’s report to the Executive Committee for consideration and implementation
Formation of Developmental Control Taskforce
The Sub-Committee recommended that the Assembly establish a Development Control Taskforce to undertake public education and regulate development activities within the Municipality.
The Committee agreed that the recommendation be forwarded to the General Assembly for consideration.
Progress Report on the 24-Hour Economy Market Project
The Sub-Committee requested a progress report on the Assembly’s 24-Hour Economy Market Project be given to Assembly members. The Chairman informed the Committee that consultants, working in collaboration with the Physical Planning Officer (PPO), had been engaged and had visited the project site at Obidombie to take coordinates. The PPO further indicated that the consultants were finalizing the superimposed models and would submit them upon completion.
Construction of Speed Ramps
The Sub-Committee recommended that the Assembly construct speed ramps on Twumwusu, Darmang, Nkwantanang, and Cemetery roads in Kade. The Chairperson informed the Committee that the Ghana Highways Authority had been engaged on the matter. In the interim, the Committee recommended the installation of road anchors as a temporary speed limiting measure.
Regulation of Motorcycle Speed Limits: The Sub-Committee recommended that the Assembly put measures in place, including the enactment of bye-laws, to regulate motorcycle speed limits within the Municipality in order to reduce road accidents. The Committee agreed that the recommendation be forwarded to the General Assembly for consideration, with inputs from the Municipal Police Commander.
Clearing of Abaam Market Premises: The Sub-Committee recommended that the Assembly utilize the DRIP equipment to clear the Abaam Market premises to ensure safety and improve usability.
AGRIC SUB-COMMITTEE
The Chairman of the Agric Sub-Committee, Hon. Kingsley Kwaku Adjei consideration presented the Sub-Committee’s report to the Executive Committee for
Establishment of Cocoa Clinics in Rural Communities
The Sub-Committee suggested that the Assembly engage the Government to establish cocoa clinics in rural communities within the Municipality to support cocoa farmers and mass sprayers. The MCD informed the Committee that the establishment of cocoa clinics would be a challenge, as there are only two such facilities nationwide. He added that, as an alternative measure, the Assembly could support mass sprayers with protective clothing to reduce direct contact with agrochemicals.
Registration of Farmers for Government Fertilizer Support
The Committee was informed that the Government intends to extend the distribution of free fertilizers to all farmers, beyond cooperative members. The Sub-Committee therefore recommended that all Assembly members document data on farmers within their respective electoral areas. It was further recommended that Cocoa Extension Officers visit farms in the various communities to measure farm acres to enable the farmers benefit from the Government’s fertilizer support initiative in the coming year.

Poultry Revitalization Project: The Committee directed Management to ensure that the Department of Agriculture receives an adequate number of coupons for the registration of beneficiaries under the Poultry Revitalization Project (Nkonko Nketenkete).
JUSTICE & SECURITY SUB-COMMITTEE
The Chairman of the Justice & Security Sub-Committee, Hon. Portia Aboagyewaa presented the Sub-Committee’s report to the Executive Committee for consideration
Inadequate Office Facilities for Security Agencies
Following visits to selected security agencies in the Municipality, including the Fire Service, NADMO, Ambulance Service, and the District Courts, the Sub-Committee observed inadequate office facilities, deplorable office conditions, insufficient equipment, and deteriorating infrastructure affecting productivity. The Sub-Committee therefore recommended that Management renovate offices in poor condition and address infrastructure and equipment gaps within the affected institutions. It was further recommended that the Assembly provide office accommodation for the Police Quarters and fast- track ongoing projects for the Police Service.
Procurement and Maintenance of Official Vehicles
The Sub-Committee recommended that Management support the repair and maintenance of damaged vehicles for the Police, Fire, and Ambulance Services. Members further suggested that Management follow up with the Ministry of the Interior on the provision of a fire tender and, in the interim, ensure the installation of fire hydrants and the establishment of a Fire Station in the Municipality.
Members agreed that the recommendation be forwarded to the General Assembly for consideration,
Allocation of Support to NADMO and Ambulance Service
The Sub-Committee recommended that the Assembly provide financial and logistical support to NADMO and the Ambulance Service. The Chairman clarified that such support would be supplementary, drawn from the five percent (5%) administrative allocation of the Common Fund and IGF as the institutions have separate budgetary allocations for their core functions. The Acting Director of NADMO added that support should include relief items and indicated that a list of needs had been submitted to Management as requested.
FINANCE AND ADMINISTRATION SUB-COMMITTEE
The Chairman of the Finance and Administration Sub-Committee, Hon. Robert Dogbey presented the Sub-Committee’s report to the Executive Committee for agreement derived
Monthly Revenue Mobilization Exercise
The Sub-Committee proposed that, effective January 2026, the Assembly designate the last Tuesday of every month as a Revenue Day, during which all Assembly members and Technical Officers would participate in intensive revenue mobilization activities. They added that management should ensure logistics are available and in good condition for successful revenue collection.
The Committee agreed that the recommendation be forwarded to the General Assembly for consideration.
Constitution of Board of Survey for Revenue Value Books
The Committee recommended that Management constitute a Board of Survey keeping of revenue value books. At the end of each year to ensure proper stock-taking and accurate record,
Annual Reward Scheme
The Sub-Committee proposed that the Assembly institute an annual reward scheme to recognize and reward the best-performing staff, Zonal Council, and Assembly Member, with the aim of motivating personnel and enhancing productivity.
Review of Zonal Council Demarcations
The Sub-Committee recommended that Management review the geographical demarcations of the Zonal Councils, particularly the grouping of communities within each zone of the five zones.
Mandatory Burial Permits
The Sub-Committee recommended that all burial institutions and mortuary operators obtain burial permits from the Assembly before releasing bodies, effective 1st January. Burying a body without a permit was proposed as a punishable offence with an associated fine to enhance revenue mobilization in the Municipality. The Municipal Coordinating Director noted a potential challenge for persons of Muslim faith and suggested engaging Imams to inform congregants. The Committee further recommended that Environmental Officers monitor cemeteries on designated days to ensure compliance, and that the Information Services Department (ISD) handle public sensitization. The Chairperson tasked the MCD to issue letters to all hospitals and burial institutions regarding this recommendation
AUDITOR-GENERAL’S REPORT
The Committee was informed that the Assembly was not cited in the Auditor-General’s Report for the period under review. Consequently, there was no Auditor-General’s Report to be presented.
OTHER MATTERS
Proposed BECE Mock Exams
MEOC proposed that the GES conduct five (5) mock exams to better prepare candidates for the BECE. The Chairperson informed the Committee that, due to financial constraints and the late stage of the year, the proposal could not be implemented at this time.
End-of-Year Appreciation for Assembly Members
Members proposed that Management explore feasible options and provide end-of-year gifts to Assembly Members as a token of appreciation for their dedication and contributions throughout the year.
Establishment of MTN Office in the Municipality
The Committee highlighted that resident currently travel to Asamankese to access MTN services, causing unnecessary inconvenience. The Committee recommended that the Assembly engage MTN to establish an office within the Municipality
CLOSING REMARKS
The Hon. Municipal Chief Executive (MCE) thanked members for their contributions, collaboration, and continued teamwork during the meeting. He assured the Committee that Management would give due consideration to all the recommendations presented for the development of the Municipality.
