THIRD QUARTER MUNICIPAL PLANNING AND CO-ORDINATING UNIT (MPCU MEETING) HELD ON WENESDAY 18TH OCTOBER, 2023 AT THE MUNICIPAL ASSEMBLY HALL.
The Municipal Coordinating Director welcomes all members to the third meeting of the Municipal Planning and Coordinating Unit (MPCU). He outlined the agenda of the meeting being the presentation and discussion of the Draft 2024 Composite Annual Action Plan (AAP) of the Kwaebibirem Municipal Assembly and Departmental Reports. He urged members to fully participate to make the meeting successful.
The Assistance Municipal Planning, Miss Dorigen Asumadu informed the house that there were no challenges in the implementation of the DDDP during the DPART assessment. Furthermore the Mr. Henry Daniels entreats all HoDs to submit their reports to be submitted to incorporates it to the platform…… and said that 39 trackers in 2022 was a problem but in 2023 it has being resolved and all must endeavor because one unit relies on another.
Implementation of the District Development Data Platform (DDP)
MCD asked all Department and Units who had not yet submitted their data to be captured prior to the assessment to do so since the platform was still open for such data to be captured.
PRESENTATION AND DISCUSSION OF THE DRAFT 2024 COMPOSITE ANNUL ACTION PLAN (AAP)
The Assistance Municipal Planning Officer, Miss Dorigen Asumadu led members through the presentation on the Draft 2024 Composite Annual Action Plan (AAP).
She gave the background to the preparation of the 2024 Draft Annual Action Plan. She said it was essential for every district to develop an Annual Action Plan which serves as a guide for monitoring the progress of its medium terms development plan (MTDP). Since the AAP was the annual breakdown of the MTDP, its helps implementing agencies and other stakeholders to know what is happening at each point in the planning cycle as required by the Local Governance Act 2016, Act 936 and LI.2232 of the National Development Planning (System) Regulations, 2016.
She continued to say that in this year’s planning session, all departments and units submitted their individuals plans to the Planning Unit which is the secretariat of the MPCU. The various Zonal Councils also had their individual plan incorporated. This was done through series of community and stakeholders engagements with Assembly Members, Unit Committees, and opinions Leaders as well as other key institutions such as CSOs. These plans had been compiled into the 2024 Draft Composite Annual Action Plan of the Kwaebibirem Municipal Assembly.
Furthermore, she stated that the 2024 AAP was pivoted on five key developmental dimensions taking into consideration the Assembly’s adopted Sustainable Development Goals (SDGs). The Economics, social delivery and Environmental management development dimensions had 15, 34 and 20 activities respectively. The Governance, Corruption and Public Accountability and Infrastructure development dimensions also had 24 and 19 activities earmarked for implementation bringing the total number of programmes and projects to 112 in the AAP subjects to approval by the General Assembly.
She read through the whole Twelve activities considering one Department/Unit after the other for members especially the HODs to make their comments and contributions known to the house as to whether the activities are the true reflection of what they submitted.
