SECOND GENERAL ASSEMBLY MEETING ON 28/10/2025 

The Hon. Presiding Member (PM) thanked members for honouring the invitation. He then seized the opportunity to introduce the secretary to the House in the person of Mr. Asamoah Damoah, the new Municipal Coordinating Director (MCD). He implored members to give him the necessary support in a bid to contribute to the development of the municipality. Continuing, the Hon. PM urged the house to actively participate in the deliberations for a successful meeting.

MATTERS ARISING FROM PREVIOUS MINUTES

The following actions have been taken:

SENSITIZATION OF HON. ASSEMBLY MEMBERS ON COMMUNITY-INITIATED PROJECTS

Management has put in adequate measures to guide Hon. members to seek guidance from Assembly’s technical staff when undertaken any CIP, Initiative and also management have committed to support any request from Hon. members seeking assistant from external organizations such as GHACEM Foundation, GNPC, MTN Foundation and others by issuing a cover letter to their request and forward same to those organization.

CONSTRUCTION OF SPEED RUMPS

Management have sent letters to the Ghana Highways Authority and a Team from the Highways had visited and Inspected the areas where the speed rumps will be constructed.

A team from the Feeder Roads Department also visited to assess the situation and waiting for final action to be taken.

SUPPORT TO ASSEMBLY MEMBERS WITH AT LEAST 20 BAGS CEMENT TO SUPPORT COMMUNITY-INITIATED PROJECTS

Provision had been made in the 2026 budget for the supply of the cement to Hon. Assembly members to support CIP projects.

5% COMMON FUND ALLOCATIONS TO ZONAL COUNCILS FOR EFFECTIVE ADMINISTRATION

The Municipal Finance Officer has

 been instructed to work out and ensure that any percentage from the District Assembly Common Fund due to the council are made available and also the secretaries to the zonal councils have been tasked to submit their request.

PROVISION OF WASHROOM, ACCESS ROADS AND PAVEMENT AT THE NEWLY CONSTREUCTED ABAAM MARKET

The Municipal Works Department was tasked to revisit the project site and advised management, however, management have considered to include in the mid – year budget for addition works to be carried out at the Abaam market.

MANAGEMENT SHOULD ENSURE THAT THE CONTRACTOR WHO WAS AWARDED THE CONTRACT TO RENOVATE THE MCD’S BUNGALOW RETURNS TO SITE TO COMPLETE ALL OUTSTANDING WORKS INCLUDING PLASTERBOARD, CEILING AT THE SITTING HALL, REPLACE ELECTRICAL FITTINGS, REPAIR OF ROOF LEAKAGES AND ALL OUTSTANDING PLUMBER AND GLAZED CURTAINS WALLING WORKS AT THE BATHROOMS.

On the above recommendation, an Adhoc committee was formed to investigate how the contract was awarded and any other issues regarding to the above project.

TERMINATION OF CONTRACT ON THREE UNIT CLASSROOM BLOCK AT OKYINSO AND SLAUGHTER HOUSE AT SUBI IF THE CONTRACTORS DO NOT RETURN TO SITE 

The Municipal Works Engineer has sent letters on behalf of the Assembly to the contractor also the Municipal Chief Executive had engaged the contractor on phone to invite them for deliberations on the two projects but waiting for feedback.

PROVISION OF TEMPORAL STRUCTURE AS A MATTER OF URGENCY TO BE USED AS A POLICE POST TO COMMUNITIES SUCH AS OTUMI, KWAE, JAMESTOWN AND OTHER COMMUNITIES WITHOUT POLICE POST WHILST WAITING FOR PERMANENT POLICE STATION TO BE BUILT 

Following an enquiry with the police command on the above recommendations, management was told that, the erection of temporal post as done previously is no longer supported by police service but the Assembly was advised to write letters and forward to the police Estate Department to obtain the appropriate requirement of design  of a standard police posts meanwhile the Assembly was tasked to  engage the police service to conduct frequent patrols at areas which do not have a police post and all other communities while awaiting for permanent police structures.

THAT, THE ASSEMBLY SHOULD REGULATE THE USE OF COMMERCIAL AUTO RICKSHAW POPULARLY KNOWS AS (PRAGIA) TRICYCLE BY MINORS IN THE MUNICIPALITY IN ORDER TO BRING SANITY ON OUR ROADS AND ALSO REDUCE ROAD ACCIDENTS

Management had been advised by the Municipal Police Command to officially write to the Police Service for assistance in regulating the activities of Pragia riders.

RELOCATION OF COMMERCIAL MOTOR RIDERS (OKADA) OPPORTUNITY AT NKWANTANAG COMMUNITY WHO ARE MOSTLY STATIONED AROUND THE CLINIC

Management had put up a team from the Works Department and the Information Department to lease with the Hon. Assembly at Nkwantanang to engage the riders and relocate them to appropriate place which will not cause nuisance to the clinic.

REDEVELOPMENT OF REST HOUSE TO GUESTS HOUSE ON PUBLIC PRIVATE PARTNERSHIP (PPP) ARRANGEMENTS

The redevelopment of the rest house to guest house had been enlisted under a Public Private Partnership (PPP) arrangement and submitted to the Ministry of Finance for further advise.  However, the Municipal Works Engineer had been tasked to do the necessary assessment on the facility.

INCREMENT OF THE ASSEMBLY MEMBERS SITTING ALLOWANCE FROM (GH₵ 150.00 TO 300.00) AND PRESIDING MEMBER’S MONTHLY ALLOWANCE FROM GH₵1.000.00 TO GH₵1,500.00)

Management had considered the above proposal and captured in the 2026 budget for its implementation.

RABIES AWARENESS AND VACCINATION

The Information Officer had been tasked to liaise with the Director of Agric Department for a write – up to produce a single for rabies awareness, which would be disseminated to communities and played at Information centres.

FACILITATION REQUEST TO THE MINISTRY OF INTERIOR FOR THE SUPPLY ON NEW FIRE TENDER TO THE MUNICIPALITY AND SOLICITATION OF FUNDS FROM CO-OPERATE ORGANIZATION OLD FIRE TENDER IN THE INTERIOR 

The Municipal Chief Executive had made a follow -up on the above recommendation and awaiting for feedback.

Meanwhile management is putting in measure to engage other stakeholders and corporate Institution to raised funds to repair the faulty Fire Tender.

BUSINESS OF THE DAY

PRESENTATION AND DISCUSSION OF THE HON. MUNICIPAL CHIEF EXECUTIVE’S SESSIONAL ADDRESS

SECURITY

The Hon. MCE asserted that the municipality had been relatively calm and peaceful.  He commended the security personnel for their effort in maintaining law and order in the municipality.  He further stated that MUSEC would continue to deliberate any potential security threats that the committee will come across so us to maintain peace in the municipality.

HEALTH INFRASTRUCTURE

Hon. MCE stated that, the Assembly committed to improve health infrastructure in the municipality and further stated that management is strictly adhering to the 2025 District Assembly Common Fund guidelines which commit 10% allocation in health infrastructure funding.

He also mentioned that, the Assembly have captured in the 2026 budget a number of health infrastructure projects which the Assembly is committed to start and complete.  Among these projects include,

  • The construction Abaam clinic
  • Construction of Jamestown clinic
  • Rehabilitation and construction of two (2) bedroom quarters at Takyiman clinic

He further assured the house that, the Assembly will continue to collaborate with  the health Directorate to ensure that their programmes and activities are implemented successfully.

EDUCATION

In the area of education, Hon. MCE expressed his willingness to bridge the cap on educational Infrastructure in the municipality. He further mention some few projects on school infrastructure which will commerce next year 2025.

He also mentioned that with collaboration with the educational Directorate, some programmes and activities have successfully been implemented.

Introduction of literacy and numeracy intervention programmes, stakeholders engagement, celebration of world Teachers day, and collaboration with Methodist college of Education to post Teacher Trainees (mantees) to various schools in the municipality.

ENVIRONMENTAL HEALTH AND SANITATION

On environmental health and sanitation, the Hon. MCE stated that, in line with the President directive on national sanitation day adherence, the Assembly had successfully held two (2) clean – up exercise, one at Kade which was the first clean – up exercise and second one was held at Asuom.

He further mentioned that as part ensuring cleanliness and improving sanitation, six (6) community with refuse dumps and final disposal sites were pushed and levelled at Bomso, Darmang, Adompe, and Nkwanatanag, Subi, Kade and Adankrono.

Hon. Members applauded Hon. MCE for this drastic action on environment and further appeal to him to do same to other communities which have similar refuse problems.

SOCIAL WELFARE AND COMMUNITY DEVELOPMENT

In his address, the Hon. MCE stated that, the ninety-eight (98th) payment of leap disbursement was paid to total of Eight Hundred and Eleven (811) households.

It also mentioned that, the (DFMC) which is the Disability Fund Management Community of the Assembly short listed and approved disability fund to support the beneficiaries in the area of economic empowerment, health and payment of medical bills and education support.

Hon. Abugre who is a member (DFMC) Disability Fund Management Committee appeal to Hon. members to encourage persons with disability within their electoral areas to join the Association.

AGRICULTURE

The Hon. MCE stated that the Department of Agriculture took – up a number of activities which include implementation of Government flagship programmes, Feed Ghana, Hunger Projects, Planting for Export and Rural Development and also mention the celebration of 2025 National Farmers Day which was to be held at Bomso on the 5th December, 2025 under the team ‘’Feed Ghana, Eat Ghana and Secure the Future”.

FINANCE – INTERNALLY GENERATED FUND (IGF)

The Hon. MCE stated that as at September, 2025, the Assembly was able to generate revenue of One Million, Two Hundred and Ninety Thousand, One Hundred and Ninety Seven Ghana Cedis Eighty Three Pesewas (GH₵ 1,290,197.83) representing 66.42% as request the revised budget of One Million, Nine Hundred and Forty – Two Thousand, Six Hundred and Thirteen Ghana Cedis (GH₵ 1,942,613.00).

He further mentioned that the 1st and 2nd transfers of 2025 DACF releases in total amount of GH₵6,790,183.17 and also an amount of GH₵ 148,200.00 was also release in respect of April to May 2025 Hon. members’ monthly allowance.

PRESENTATION AND DISCUSSION OF EXECUTIVE COMMITTEE’S REPORT BY HON. MCE

The Hon. MCE presented the Executive Committee’s Report to the house and this contain the following recommendations.

  1. The Assembly should sensitize all Assembly members on how to undertake a community-initiated projects in their electoral areas.
  • That, the Assembly should support all Hon. members with at least 20 bags of cement in order to undertake community-initiated Projects.
  • That, all the five (5) zonal councils should be strengthened with a support from the five percent (5%) Common Fund allocation for the Assembly meant for Administration purposes to ensure the council attend other pressing activities within their zones.
  • The Assembly should provide the following facilities at the newly constructed Abaam market
  • Washroom facility
  • Access road to the market
  • Pavement at the inner perimeter
  • That, management should ensure that the contractor who was awarded the contract to renovate the MCD’s bungalow returns to site to complete all outstanding works including plasterboard, ceiling, replace electrical fittings, repair of roof leakages and all outstanding plumbing works
  • That, the Assembly should terminate the contract of the contractors working on the 3-unit classroom block at Okyinso and the slaughter house at Subi, if they do not return to site immediately.
  • The Assembly should provide temporary structures as a matter of urgency to be used as a police station post to communities without police station such as Otumi, Kwae, Jamestown and other communities without police station whilst awaiting for permanent police station to be built.
  • The Assembly should facilitate and request to the Ministry of Interior for supply of new fire tender to the municipality and also to solicit funds from stakeholders and other corporate organization to support the repair of the old fire tender. 
  • The Assembly should regulate the used of commercial auto rickshaw popularly known as (Pragia) tricycle by minors in the municipality in order to bring sanity on our roads and also to reduce road accident.
  1. That, the Assembly should relocate commercial motor riders (Okada) operating at Nkwanatanang community who are stationed around the clinic.
  1. The Assembly should seek for Private Public Partnership (PPP) arrangement for the development of Rest house to Guesthouse, for potential tourist site to generate revenue to the Assembly.
  1. That, the Assembly should increase Hon. members sitting allowance from (GH₵ 150.00 to GH₵ 300.00) and Hon. PM’s monthly allowance from (GH₵ 1,200.00 to GH₵ 1,500.00).
  1. That, the Assembly should support and subsidize the cost of rabies vaccination and also collaborate with Information Department to repair jingles for the Assembly members to educate the communities on the need to vaccinate their dogs and cats.

ADOPTION OF HON. MCE’S SESSIONAL ADDRESS AND EXECUTIVE COMMITTEE’S REPORT

After lengthy deliberations, Hon. Robert Dogbey moved a motion for the adoption of Hon. MCE’s Sessional Address and the Executive’ Report for implementation and was seconded by Hon. Azumah Evans.

PRESENTATION, DISCUSSION AND APPROVAL OF 2026 MTDP AND 2026 AAP

The Municipal Development Planning Officer, Mr Henry Daniels presented the 2026 Medium Term Development Plan and 2026 Annual Action Plan to the August House.  His presentation highlighted key programmes and activities earmarked for the year 2026.  Some of the programmes and activities were retained from the 2025 Action Plan.

According to him, the 2026 – 2029 agenda was resetting the economy the Ghana we are want.  He explained various processes that was embarked from the performance review, the key development issues, district objectives and the aligned National objectives.  He also gave the financial projections from 2026 – 2029.  According to the Municipal Planning Officer, the Municipal Planning Coordinating Unit embarked on a participatory approach which involved all stakeholders from various electoral areas bring their needs to be incorporated into the Medium Term Plan 2026 – 2029.

After, further deliberations Hon. Azumah Evans moved a motion for the acceptance of the plan as a working document for 2026 and he was seconded by Hon. Isaac Kofi Amoako.   The Plan was finally approved by the House.

PRESENTATION, DISCUSSION AND APPROVAL OF THE DRAFT COPY OF THE 2026 COMPOSITE BUDGET AND 2026 FEE FIXING RESOLUTION

The 2026 draft copy of the Composite Budget was presented to the house by the Municipal Budget Analyst, Mr. Eric Eshun. After lengthy deliberations, Hon. Konadu Albert moved a motion for the acceptance of the budget as a working document for 2026 and was seconded by Hon, Zakari Abdul Mumin. The budget was finally approved by the members of the house.

BRIEF PRESENTATION BY THE DRIP CO-ORDINATOR

The Municipal DRIP Co-ordinator was invited to take the house through how the DRIP Machines works and ways Hon. members can request or apply for the services of the DRIP Machines.

Hon. members further asked questions on the operations of the DRIP Machines, the Co-ordinator stated that, there is a committee from the Assembly who oversees the full operation of the machines and he further informed Hon. members that any member who wants to engage the services of the machines can apply through the Assembly and the arrangement to their request will be made known to them.
