THE 3RD ORDINARY GENERAL ASSEMBLY MEETINGS HELD ON 23/12/2025

THE LAST GENERAL ASSEMBLY MEETING ON 23/12/2025 

The Hon. Presiding Member (PM) thanked members for honouring the invitation and added that per the standing orders, any member who absent for more than 3 times should be sanctioned.   He also expressed concern about the attendance of Heads of Departments to General Assembly Meetings and further stated that, any HOD who absent 3 or more should be queried, in his remarks he quoted Acts (936, Section 78-81) to back his remarks. Continuing, the Hon. PM urged the house to actively participate in the deliberations for a successful meeting.

MATTERS ARISING

SENSITIZATION ON HON.ASSEMBLY-MEMBERS ON COMMUNITY INITIATED PROJECTS

Management has put in adequate measures to guide Hon. members to seek guidance from Assembly’s technical staff when undertaken any CIP, Initiative and also management have committed to support any request from Hon. members seeking assistant from external organizations such as GHACEM Foundation, GNPC, MTN Foundation and others by issuing a cover letter to their request and forward same to those organization.

CONSTRUCTION OF SPEED RUMPS

Management have sent letters to the Ghana Highways Authority and a Team from the Highways had visited and inspected the areas where the speed rumps will be constructed.

A team from the Feeder Roads Department also visited to assess the situation and waiting for final action to be taken.

SUPPORT TO ASSEMBLY MEMBERS WITH AT LEAST 20 BAGS CEMENT TO SUPPORT COMMUNITY-INITIATED PROJECTS

Provision had been made in the 2026 budget for the supply of the cement to Hon. Assembly members to support CIP projects.

5% COMMON FUND ALLOCATIONS TO ZONAL COUNCILS FOR EFFECTIVE ADMINISTRATION

The Municipal Finance Officer has been instructed to work out and ensure that any percentage from the District Assembly Common Fund due to the council are made available and also the secretaries to the zonal councils have been tasked to submit their request.

PROVISION OF WASHROOM, ACCESS ROADS AND PAVEMENT AT THE NEWLY CONSTREUCTED ABAAM MARKET

The Municipal Works Department was tasked to revisit the project site and advised management; however, management have considered to include in the mid – year budget for addition works to be carried out at the Abaam market.

MANAGEMENT SHOULD ENSURE THAT THE CONTRACTOR WHO WAS AWARDED THE CONTRACT TO RENOVATE THE MCD’S BUNGALOW RETURNS TO SITE TO COMPLETE ALL OUTSTANDING WORKS INCLUDING PLASTERBOARD, CEILING AT THE SITTING HALL, REPLACE ELECTRICAL FITTINGS, REPAIR OF ROOF LEAKAGES AND ALL OUTSTANDING PLUMBER AND GLAZED CURTAINS WALLING WORKS AT THE BATHROOMS

On the above recommendation, an Adhoc committee was formed to investigate how the contract was awarded and any other issues regarding to the above project.

TERMINATION OF CONTRACT ON THREE UNIT CLASSROOM BLOCK AT OKYINSO AND SLAUGHTER HOUSE AT SUBI IF THE CONTRACTORS DO NOT RETURN TO SITE 

The Municipal Works Engineer has sent letters on behalf of the Assembly to the contractor, also the Municipal Chief Executive had engaged the contractor on phone to invite them for deliberations on the two projects but awaiting for feedback.

PROVISION OF TEMPORAL STRUCTURE AS A MATTER OF URGENCY TO BE USED AS A POLICE POST TO COMMUNITIES SUCH AS OTUMI, KWAE, JAMESTOWN AND OTHER COMMUNITIES WITHOUT POLICE POST WHILST WAITING FOR PERMANENT POLICE STATION TO BE BUILT 

Following an enquiry with the police command on the above recommendations, management was told that, the erection of temporal post as done previously is no longer supported by police service but the Assembly was advised to write letters and forward to the police Estate Department to obtain the appropriate requirement of design  of a standard police posts meanwhile the Assembly was tasked to  engage the police service to conduct frequent patrols at areas which do not have a police post and all other communities while awaiting for permanent police structures.

THAT, THE ASSEMBLY SHOULD REGULATE THE USE OF COMMERCIAL AUTO RICKSHAW POPULARLY KNOWS AS (PRAGIA) TRICYCLE BY MINORS IN THE MUNICIPALITY IN ORDER TO BRING SANITY ON OUR ROADS AND ALSO REDUCE ROAD ACCIDENTS

Management had been advised by the Municipal Police Command to officially write to the Police Service for assistance in regulating the activities of Pragia riders.

RELOCATION OF COMMERCIAL MOTOR RIDERS (OKADA) OPPORTUNITY AT NKWANTANAG COMMUNITY WHO ARE MOSTLY STATIONED AROUND THE CLINIC

Management had put up a team from the Works Department and the Information Department to lease with the Hon. Assembly at Nkwantanang to engage the riders and relocate them to appropriate place which will not cause nuisance to the clinic.

REDEVELOPMENT OF REST HOUSE TO GUESTS HOUSE ON PUBLIC PRIVATE PARTNERSHIP (PPP) ARRANGEMENTS

The redevelopment of the rest house to guest house had been enlisted under a Public Private Partnership (PPP) arrangement and submitted to the Ministry of Finance for further advise.  However, the Municipal Works Engineer had been tasked to do the necessary assessment on the facility.

INCREMENT OF THE ASSEMBLY MEMBERS SITTING ALLOWANCE FROM (GH₵ 150.00 TO 300.00) AND PRESIDING MEMBER’S MONTHLY ALLOWANCE FROM GH₵1.000.00 TO GH₵1,500.00)

Management had considered the above proposal and captured in the 2026 budget for its implementation.

RABIES AWARENESS AND VACCINATION

The Information Officer had been tasked to liaise with the Director of Agric Department for a write – up to produce a single for rabies awareness, which would be disseminated to communities and played at Information centres.

FACILITATION REQUEST TO THE MINISTRY OF INTERIOR FOR THE SUPPLY ON NEW FIRE TENDER TO THE MUNICIPALITY AND SOLICITATION OF FUNDS FROM CO-OPERATE ORGANIZATION OLD FIRE TENDER IN THE INTERIOR 

The Municipal Chief Executive had made a follow -up on the above recommendation and awaiting for feedback.

Meanwhile management is putting in measure to engage other stakeholders and corporate Institution to raised funds to repair the faulty Fire Tender.

BUSINESS OF THE DAY

PRESENTATION BY ECG MANAGER

The District Manager, Mr. Samuel Diasempa was summoned to explain the activities of his outfit to the house. In his explanation he stated ECG is allowable to an estimated bill every three (3) months due to the Public Utility Regulation Commission. He also outlined the following issues;

  1. That Meter’s readings are done base on what is on the meter
  2. Uncaptured meters were being resolved at the Head Office since meters were rolled from the Ministry through the Regional Head Office to the District level.
  3. Currently there were no poles to replace the worn out one`s
  4.  He urged members to minimize consumption at the various household.

After a lengthy deliberations Members made the following recommendations;

  1. ECG should have a regular community engagement
  2. Enhance Customer Relations
  3. Speedup meter readings and billing
  4. Introduction of Prepaid

The ECG Manager stated that the Hon Members should write to invite him, since he is looking forward to meet Hon Members at their respective electoral areas for further engagement.

PRESENTATION AND DISCUSSION OF THE HON. MUNICIPAL CHIEF EXECUTIVE’S SESSIONAL ADDRESS

SECURITY

The Hon. MCE asserted that the municipality had been relatively calm and peaceful.  He commended the security personnel for their effort in maintaining law and order in the municipality.  He further stated that MUSEC would continue to deliberate on any potential security threats that the committee will come across so as to maintain peace in the municipality.

ENVIRONMENTAL HEALTH AND SANITATION

On Environmental Health and Sanitation, the Hon. MCE stated that, in line with the President directive on national sanitation day adherence, the Assembly had successfully held four (4) clean – up exercise, one at Kade which was the first clean – up exercise and second one was held at Asuom, third was Abodom and fourth at Okyinso

He entreated all Hon. Members to educate their electorate on food safety and other health related matters due to the festive season.

AGRICULTURE

The Hon. MCE stated that, in recognition of the hardworking farmers, the Kwaebibirem Municipal Assembly adequately prepared for the 41st Farmers Day celebration which was held at Bomso under the theme: “Feed Ghana, Eat Ghana, Secure the future”.

He added that, in all Twenty -One (21) farmers out of a lot were awarded at the occasion.  The farmers were selected across the municipality for various Agricultural commodities cultivated in the municipality.

The Hon. MCE ceased the opportunity to thank all Hon. Members who graced the occasion and also to all who supported the Assembly to award the farmers. He again expressed his gratitude to the Hon. Member of Parliament for his support at the farmers day.

At the end of the address members registered their displeasure on the organisation of the Farmers Day Celebration.

EDUCATION

The Hon. MCE, stated that, it was the right of every child to have access to quality education for personal development and to be able to contribute to National building, and that can be achieved through improving educational infrastructure, academic supervision, enhancing the capacity of our teachers, and among others.

He assured the August house that management will continue to support the Education Directorate with all the necessary resources needed to improve and strengthen the standard of education in the municipality.

FINANCE – INTERNALLY GENERATED FUND (IGF)

The Hon. MCE stated that as at September, 2025, the Assembly was able to generate revenue of One Million, Nine Hundred and Forty-One Thousand, Nine Hundred and Eighty-Five Ghana Cedis Thirty-Six Pesewas GH₵ 1,941,985.36 representing 99.97% as request the revised budget of One Million, Nine Hundred and Forty – Two Thousand, Six Hundred and Thirteen Ghana Cedis (GH₵ 1,942,613.00).

He further mentioned that the Assembly was currently waiting for Government to release in respect of the Hon. Assembly members monthly allowances and he assured the house that, immediately the releases come, management will disburse the funds to all Assembly members as soon possible.

HEALTH INFRASTRUCTURE

Hon. MCE stated that, the Assembly was committed to ensure that, every community within the municipality benefited from health project which has been earmarked on the Assembly’s Action Plan.

He further mentioned that, Assembly would continue to support the Municipal Health Directorate in order to help them execute their programmes and activities that they intended to undertake.

PRESENTATION AND DISCUSSION OF EXECUTIVE COMMITTEE’S REPORT BY HON. MCE

The Hon. MCE presented the Executive Committee’s Report to the house and this contain the following recommendations.

  1. That, the Development Planning Sub-committee should be supported to visited and access selected potential tourist sites in the municipality namely the snake like palm tree, the golden fish at Akyem Kwae, the Apam river fish at Asuom and the canon site at Abodom, for possible development.
  • That the Assembly should establish a development control Team to regulate development activities within the municipality.
  • The Assembly should undertake the reconstruction and renovation of selected kindergarten (KG) blocks across the municipality, including schools at Abaam, Anweam, Asuom Methodist, and Roman Catholic schools. 
  • The Assembly should put measures in place, including the enactment of byelaws, to regulate motorcycle speed limit within the municipality with inputs from the Municipal Police Command.
  • The Assembly members should be tasked to document data on all farmers within their electoral areas and cocoa extension officers benefited from the Government fertilizer support initiative.
  • That, the Assembly should renovate
  • Offices of security agencies in poor condition.
  • Provide office accommodation for the police facing accommodation challenges
  • Support the repair and maintenance of official vehicles for police, fire and ambulance services.
  • That, the Assembly should designate the last Tuesday of every month as a revenue day, effective January, 2026, for interventive revenue mobilization.

ADOPTION OF HON. MCE’S SESSIONAL ADDRESS AND EXECUTIVE COMMITTEE’S REPORT

After lengthy deliberations, Hon. Benjamin Abugri moved a motion for the adoption of Hon. MCE’s Sessional Address and the Executive’ Report for implementation and was seconded by Hon. Owusu Rexford.

PRESENTATION, AND DISCUSSION OF 2024 AUDITORS GENERAL`S REPORT

The 2024 Auditor General`s Report was presented to the General Assembly for deliberation and unfortunately, the Assembly was not cited in the report and for that matter members couldn’t discussed issues relating to the Kwaebibirem Municipal Assembly in the 2024 Auditor general’s reference to the public Finance Management adherences.

PRESENTATION, ZONAL COUNCIL REPORTS

The Chairpersons of all the five (5) Zonal Council presented their reports on the activities throughout the year 2025. In their presentation to the house, each stated that they had three (3) meetings for the year with the following activities held;

  1. Recruitment of revenue collectors
  2. Bonding of collectors
  3. Education on payment of ceded items
  4. Opening of bank accounts

There were few challenges faced by each council;

  1. Inadequate revenue collectors
  2. Lack of support from the Assembly
  3. Lack of office accommodation
  4. Non-payment of revenue collectors 
  5. Lack of Reflectors for identification of revenue collectors

The members made a recommendation to management that, there should be a realignment of the boundaries of the zonal councils.

After lengthy deliberations on the report, the Chairman assured the house that bonding issues of the zonal council would be rectified. He also tasked all council to incorporate the national clean-up exercise in the plans of the zonal council.

PUBLIC RELATIONS AND COMPLAINTS COMMITTEE (PRCC)

The Chairman brought to the notice of the house that, the report of the PRCC would be taken back to PRCC for an ongoing reconciliation on the report.

 PRESENTATION OF AD-HOC COMMITTEE REPORT

Hon. Konadu Albert presented the report of the committee to members, he made it known to the house that, based on the recommendations of members, an ad-hoc committee was formed to investigate the business of the renovation of the MCD Bungalow, Construction of a 3-Unit       Classroom Block at Okyinso and Procurement of head casket for Mini Bus with registration number GV 141–14 to ensure transparency, and value for money. He added that the committee had three (3) sittings on 10th November, 3rd December and 17th December, 2025 respectfully and made the following recommendations;

  • There should be proper evaluation and assessment of MCD’s bungalow since the than management happens to be an interested party.
  • Currently management should put down appropriate measures to such occurrences.
  • Embargo should be placed on the salaries of the following technocrats (MFO, Former MCD, Budget, Engineer Kwame Adu and Procurement Officer) with immediate effect.

The committee also passed a resolution that the following officers; The Municipal Finance Officer, the Municipal Procurement Officer and Engineer Kwame Adu ceased to operate as staff of Kwaebibirem Municipal Assembly
